    Islam and Colonialism: Intellectual Responses of Muslims of Northern Nigeria to British Colonial Rule• BY MUHAMMAD S. UMAR.
    Journal of Islamic Studies 2007 18: 439-441

    This is one of the most important books to have been written on Muslims living in colonial northern Nigeria. It analyses, in the main very sympathetically, how some of the elite—emirs, judges, ulema and the Western-educated—all came to justify in their writings their living and working as Muslims under Christian rule in the years between 1903 and 1945. The book would have been better reviewed by a Nigerian scholar, but few copies have reached northern Nigeria; the book costs £70 in London, $133 in Boston and in Kaduna the huge sum of at least 17,500 naira—were it ever to be on sale there. (Sadly, for that money one gets a text and bibliography with many, many errors: could Brill, the publishers, not afford a copy-editor?) I have been ensured that copies are available in Kaduna, Kano and Sokoto—but if the subject-matter of the book is ever to get the debate it really deserves, it needs to be set as a required book on a university course. It is not merely of historical interest: Muslims in Nigeria are currently (March 2007) living under the government of a Christian, and top Muslim officials routinely swear oaths of office to uphold a ‘secular’ constitution. The problem is not of course confined to Nigeria: pious Muslims (including the author) are living, out of their own choosing, in Europe and America, territories that still count in Islamic law as dar al-harb. How do good Muslims come to terms with this apparent anomaly? The legal concept of dar al-harb gets little mention in today’s texts, but it certainly mattered ca. 1900, not only in Nigeria but in other frontier zones like Muslim Bosnia. And to some Muslims, in Nigeria as elsewhere, it remains a very serious matter still.

    Muhammad Umar first shows how gradually the British colonial administrators appropriated the forms and structures of Muslim government and laws, then imposed limits on those laws and exercised continuous surveillance on the Muslim men who ran the system on behalf of the Christian British. He then analyses examples of the widely different modes of ‘resistance’, ‘collaboration’ or simply dismay and regret as expressed in the poetry and prose of certain emirs and their officials, of certain ulema and finally of a few individuals among the many who waxed enthusiastic over the new knowledge made available to them for the first time in colonial schools. For the responses of the judges (alkalai) he has to rely on inferences from the papers left by colonial officials. Inferences occur elsewhere too: Muhammad Umar uses the absence of a word in a poem here or an idea missing there to bolster his argument—and for him the notion of ‘discourse’ becomes an important tool of generalization.

    I think he misses a few tricks, however. For example, very early on, the British officials managed to have their ‘Christian’ identity dropped from everyday speech: with the agreement of their Muslim colleagues, they got themselves re-labelled ‘Europeans’ (Turawa) and not ‘Christians’ (Nasara)—the latter label is still habitually used in francophone areas (I have very occasionally been called Nasara in the Arabic-book section of Kano city market, but nowhere else). Muhammad Umar does not explain, let alone date, exactly how this semi-sanitization of alien rule came about: I do not know anyone who does now know, but I think it was an important shift that could only have come about with the willing co-operation of Muslims in power, of those who could enforce on everyone the new Hausa usage.

    Another ‘miss’ is, I think, his failure to realize, when discussing Islamic laws, quite how new to the job were the Muslims appointed as judges. In a major emirate like Kano the number of judges went up from some six at the end of the Sokoto caliphate to over twenty-six under the British immediately after. The few pre-colonial alkalai there were intended to serve either in the market to adjudicate commercial disputes or to assist the emir in his court; in the countryside, village heads did much of the work resolving disputes (as indeed they did until recently)—there was not a local alkali. And once these new colonial alkalai were in place around the emirate, the overwhelming proportion of their work was resolving matrimonial matters (as was also the case in early colonial French West Africa). It is all very well focusing on the elite ulema and their writings, but in matters of law it is necessary to know what ordinary people (and ordinary alkalai) were up to, shaping a colonial legal system which, in the number of cases resolved, was overwhelmingly Islamic—that was what plaintiffs wanted, and what they got. To all this, British officials were often marginal: though in some places they checked court records regularly, in other not-so-remote districts they were not seen for 24 years at a time.

    In a study such as this, unwritten, popular responses to the colonial presence are beyond its remit yet I think the unwritten frames, more than Muhammad Umar admits, what the elite wrote. Even more significant will have been the purely oral debate among the elite and private expressions of worry, all of which has escaped the written record. For example, Muslims in the Sokoto caliphate had no idea ca. 1903 how long the Christians would be in power—we know some thought their presence (there were so few of them!) would be very brief, like a passing rainstorm. Hence, in hindsight, we ought to be able to delineate how initial responses to the invasion gradually changed, from wait-and-see to resignation, to despair or defiance. We know, for example, that many ultra-strict Muslims, all through the colonial period, left their homes and farmland and moved out beyond the frontiers of settled territory to escape from what was in their eyes now dar al-harb: they rejected the emirs who ruled under Christian control and set up communities insulated as far as possible from government (Muhammad Umar does not mention them). Another key idea that was ‘in the air’ at the time the conquering Christians came was that the world would end some time soon. That Allah had sent Christians to overwhelm so self-consciously Islamic a state as the Shehu dan Fodio’s Sokoto caliphate could mean only one thing: that the end was nigh (hence the hijra eastwards; initially massive, it continued for years after). A further element in the response of emirs and others to Christian dominance was a huge sense of humiliation, a humiliation that persisted daily, but tempered by the knowledge that it too must have been God’s will—ikon Allah! In this sense, then, the central issue is how Muslims responded, not to colonialism per se, but to this expression of God’s will, to this catastrophe. Brief hints occur in some of the texts Muhammad Umar chose to analyse, but he does not pick these points up explicitly.

    I hesitate to be critical of so good and useful a study, but I have raised some queries here, if only to initiate debate. For Muhammad Umar is writing primarily as a literary critic, theologically-focused admittedly, but not in the manner of a historian or geographer: the latter would have charted the development of responses as they varied over time and from place to place, and ranged (I hope) over all segments of society; they might too have studied his selected authors as the real men they were, with real doubts, real anxieties. I celebrate the book we have here, but much more remains to be said, in greater depth—not least about, for example, the remarkable alkali (not mentioned here) who could write a poem in Arabic in praise of ‘al-nabi Darwin’!

    Ironically in the case of Turkey, AKP is pro-democracy, pro-west and pro-liberal values of more freedom of thought and expression. Seculars are very suspicious of US. The US media is very suspicious of AKP, and loves the secularists. :)

To use their own words, the terrorists intend to ‘beat the dog in his own kennel’. The Stern group has been steadily recruiting in recent months and may now number 600 followers, most of whom are desperate men and women who count their own lives cheap. In recent months it has been reported that they have been training selected members for the purpose of assassinating a prominent British personality. Special reference has been several times made to Mr Bevin.”

    The plot to bomb the capital from the air was said to be the product of followers of one Rabbi Korff. Londoners were to be convinced of the rightness of the terrorists’ cause with leaflets dropped from the same aircraft as the explosives. The plot was foiled by MI5 and a number of arrests made in Paris. The report was written shortly after 18 men had been sentenced to death for a sabotage attack on the railway workshops at Haifa. Stern and Irgun warned that there would be 100 terrorist outrages in retaliation if the 18 were hanged. Their sentences were later commuted to life. Robertson identified Menachem Begin, the future Israeli prime minister, as leader of the 5,000-strong Irgun. Bevin was a hated figure among all the Jewish groups trying to establish a homeland, arguing that Jews needed to be re-assimilated into the nations of Europe in the aftermath of the Holocaust. He accused the United States of encouraging illegal migration to Palestine in contravention of British quotas.

    Muslim values would include a man and women being married before having sexual relationships. Allowing a woman that wears a headscarf to be educated and get gov’t services (not FORCING them to wear it). Bringing up chaste and educated children (boys and girls) and not wanting them to be like “liberated women” such as Brittany Spears or men like 50 cent. Muslim values are strong family values not. Muslim values would be values that are against lawlessness and ludeness. Many Americans share common values to Muslims would you not agree?

Is it because of lack of separation of religion and state? Your entire reference of world history is about 6 years. All non-muslims have good countries and all muslims are bad everywhere. Last I checked, Mexico, S Korea and Russia all had democracies and were all non-muslim countries. So it seems that problems are across the board and not ONLY with Muslims.

    I know MANY pious muslims that would not hurt a fly and I think that I have a much larger frame of reference than YOU do who only gets their information from slanted books and news reports that tell you that all of us are fanatics

    Can you tell me where I have “wined about being a victim”? If you can not find it, then please stop putting words in my mouth. I find no such imperative to kill unbelievers and I do not believe that I have been ordered to do so. Yes, we all agree that fanatics like bin laden twist it, but if that were islam itself, you’d be fighting 1.3 billion people and the world would be on fire (not just Iraq and other random acts of terror). if you pay close attention to the news, you will find that the terrorists kill way more MUSLIMS than non-muslims and that it is not close. That is something you will not see mentioned by Spencer, Malkin or your other heros. Muslims are human beings and not roaches.

    As for democracy itself, it is not against islam and I have no problems with it at all. Everyone in the world is not going to follow the Western culture. Live with it. You only see freedom in what you see here. I don’t personally see “freedom” in women acting like Lindsey Lohan or Paris Hilton.

When l said why do Muslims leave their countries, l also understand that other citizens of the world leave their countries for the Western style democracies. but here we are talking about specifically Turkish people and Muslims in general.     Fanatics like Hamas and Hezbollah would love to have democracy. How do you think a democratic election would go in Jordan or Saudi Arabia?

  58. Yusuf you never ram Democracy down anyone’s throat, but people run faster towards it than any other type of governance. Malaysia is sliding towards a total Sharia, that means less freedoms and 2nd class status for women and non Muslims. The point with Democracy you take responsibility for what you vote in, so if people were fooled or wishful ingorant of Hammas they will pay the price. Democrzcy is best with educated people and in time perhaps the those people will demand better government.
    The worst things about a welfare state is that it creates lazy people who expect the government to do all for them, hence you lose your freedom. Freedom is very precious for me as well as many Americans and other Western countries.
